Everybody keeps talkin about advantages and disadvantages for using them, but nobody talks about the scenarios they were actually used in (on horseback). That being said I believe with a shield in your offhand you could be able to parry incoming blows while “recovering” from your last attack!
As a tip from someone with small arms experience, your best bet is a wheel motion. A double strike that begins with a backhanded first strike as you pull the flail into motion and secondary final strike on the return.
Remove the weight on the end and it would basically be like the modern tactical whip — which many folks have tested for efficacy in self-defense situations (including clinching, etc.). Get more repeat strikes and unlike a chain/leather/soft material of a standard whip, the steel wire has very little rebound at that shorter length.

Yeah flails are non-permisive. An asp is probably better. It's essentially a mace with a smaller rounded head, at that point. It's actually better for maces to have a smaller head because it allows you to transfer as much energy onto a single point for the mass. I recommend looking up channels that specialize in medieval weaponry. The attitude is there, just not the practicality.
